PHOTOGRAPHS SHOW PLANS OF GRAND RIVER MOTORWAY 'The state highway department is pioneering the use of aerial photo graphs to replace the usual field sur veys in plans for a Detroit northwest motorway parallel to Grand River avenue. An aerial picture 154 feet long, cov ering 14 miles of Grand River from downtown to Telegraph road, is being pieced together on a scale of 40 feet to the Inch. The finished "mosaic strip map" will show all existing structures for 300 feet on each side of Grand River. It even includes telegraph poles and manholp covers in the street, thus giving Valuable data on location of ftublic utility lines. Taken in a few days at a cost of SBOO in federal funds, the photographs do efficiently and accurately the work that would have required the outlay of SB,OOO for four months of surveying by a crew* of 12 field workers plus services of two draftsmen, said Mur ray I>. Van Wagoner, state highway Commissioner. The pictures were taken at a height of 3.000 feet. HALF STATE CONVICTS HAVE BEEN IN BEFORE According to figures released by Btaiph 11. Michigan State Department of Corrections: “Fifteen to 25 ]n*r cent of all per sons placid on probation in Michigan sooner or later revert to criminal prac tices and wind up in prison. “About 30 per cent of our Michigan prisoners are criminals who have been ‘rehabilitated,’ one or more times pre viously on probation. “Lestei than |n*r cent of our pre sent prison population of 7.548 are first tenners. “Parole experience elsewhere indi cates that sooner or later, over one ihird of parolees wiud up iu prison. “These figures." Mr. Ferris con cludes. “show that the incidence of criminal recidivism betrays a serious lack or weakness in rehabilitation as actually practiced." NEW PLAN TO BOOST RURAL TELEPHONE LSE Lansing, Aug. 29. —Acting on the re commendation of fann leaders, the Michigan Bell Telephone Company to day petitioned the Public Service Com mission to make effective the most liberal rural telephone construction plan in the history of Michigan com munications. The chief feature of the proposed plan would permit rural subscribers to pay for construction iu excess of an Initial nou-chargeahle allowance in monthly installments over a 5-year period. At the present time, the charges are paid in advance in a lump sum. Hark L. Brody, Lansing, executive secretary of the Michigan State Farm Bu reau, and W. G. Armstrong, Niles, master of the Michigan State Grange, joined with George M. Welch, presi dent of the Michigan Bell, in announc ing details of the proposed plan. Eighty per cent of the state’s popu lation having sewerage systems is now also served by sewage treatment plants, according to records of the Michigan Department of Health.
