W'e examined the site of tiie alleged accident and find that the edge of the manhole is about one inch above the street level on the gutter side, due to the crowning of the roadway which is cimterizod. This is uot an increase in sal ary; it is simply to clear our records so he can be paid his regular rate which he has received for the past three years plus the recent UK- per hour increase. The Council also appreciates the time and effort spent on the project by the Recreation Commission. How ever, in view of the curtailment of transportation, gas rationing, also Vhere being so many of our people en gaged in war activities and in the armed forces of the country, it is the opinion of this Council that this is not a favorable time for the city to sponsor said National Skating Race.
