TEXAS URGED TO SECEDE. Legislator Asks the st.ile to Withdraw from the Union. Dallas, Tex., Jan. 25. In the lower house of the Texas legislature at Austin a sensation was created by Dudley O. Wooten of Dallas, who is regarded as the house leader, introducing a resolu tion favoring Texas withdrawing from the federal Union because of alleged In justice and violation of the state's rights through the policy adopted in enforcing the war revenue law. A short time ago Attorney General Crane of Texas protested to Internal Revenue Commissioner Scott against the requirements that the official bonds of county and municipal officers must have war revenue stamps attached. Mr. Crane took the position that this was illegal and an encroachment on the lights of the state. Mr. Scott ruled ad versely. Thli ruling led to Mr. Woot en's resolution. One of the most destructive fires In the history of the city broke out In the Osterhout building, a large four-story brick struc ture at the corner of Public square and East Market street, and before the flames were under control the great building was In ruins. The total loss Is placed at $225,000. The first tool of the building was occupied by stores, the second and third by offices and the fourth by the Janitor and other lodgers.
