Davidson wanted to know it there was tiiiytlii hi-c in the recent amendment to the city charter, which liniitfld tho methods of linancin t he construction of a sewer sytem. No Olio iiroePllt was I I ilo to answer the iiiestion, but Cniincibniin I '.al ly of tho Howor cominitteo, who came into the nicotini! later, staled that, tho city charter nineiid'i'cnt had t-rrn ppi-rtaily framed with tho idea that, tho city wished to construct, a sower system, and that it, was now pnssiblo fur the citv to liond for tho construction til tho main outfall, and to la tho proi roty by direct assessment, for building the branch lines. The outfall of Hi sower, as surveyed by l'auet A- Clark, is In extend from tho lntoi'soct ton nl I nst and Liver streetn to the stream uf Jluod river, a dint nee. of 1 lino foot. 1 ho est minted ooBt of thin out fit 11 is cVtiU". K. O. lilnnchar said he had a septic tank which was working perfectly, aud iiei'sonally ho had no m od for a sewer system, yet ho was anxious to soe tho city build one, and stated that he would cheerfully pay Ids proper tion of the cost, w henever called upon. He considered it high time Hie city installed an adequate system. V. C. lirook considered that the poo pie should think uf the future; that all should take ou the spirit, of public enterprise and duty. He believed tin citv shoud lav the foundation uf a permanent sewer system, one adequate for tbe needs of the future. This oil v is nut a healllilul or san itary condition with no -ewer sys torn." said Mr. lirook. "If we can't build all the svstoin at, one , let us build part now and add to it iu the futuro. We have lot, other cities much smaller t han Hood Kiver out strip us in enterprises of this kind," said the speaker, and ho t.uM uf the splendid sewer system nceiilly in stalled ill Wasco, a town Joss than half the size of Hood liivei. Mr. liioo.k Hived all lo put tlieii shoulders to the wheel in one united effort for the public good: to rid themselves nl personal prejudices to be broad minded in public matters. "We need a sewer i v.-tein." said S, K. Ilartmoss. "1 have a gund ce-spucd, aud could do without a sower system myself, but 1 am willing to pay my share of the expense uf constructing tho system. Thu only question in the matter in' mv mind is the manner nl making the ns-cssmoiil. and to mi direct tax per lot appears tho only (xpiitablo way. It a man has ton many lots, let him sell t art ol them. Councilman Kaily believed the city should bund for the outfall, and build the rest of the system by a direct as sessment on the lots. '1 he cliarter covered all these points, said ho. J. II. Hilihiird believed tho mitt t of direct assessment, should bo left to the citv council. The people on tin hill, said ho. wore willing to help pay for the main outfall, but as the soil ou tho bill makes it much cheaper to build branch systems there, the prop erty holders did not consider it, fair and equal that they should be taxed for the expensive work iu the lower part of the town. They would object to the l7.fq assessment per lot tut the whole system. General Outlook for Apple ( rop. The Fruitiona's duide, duly '-., gave an interesting illustration of two ways of lnnkiug at a thing. It run tained a large number of repoits from both apple buyeis and apple raisers as to tbe crop soon to be gathered. One buyer wonders where an nutlet is to bo found for the surplus, and the others are unanimous in declar ing that .there are plenty of apples and that buyers stand to lose heavily un less they buy at low Itgures. V hen it comes to the growers it is another story. In the Hudson river valley the crop is reported as nne third; for Western New York the e.-limates vary from 2il to Ikl per Cent of an average crop, the greater number putt ing their estimate between ,'H and Id per cent. In New England there is much dis- crepnncy in report. The Illinois crop, reported large by buyers, is placed by a grower at half the usual amount. l' Wellhouse report that eastern Kansas will have from one fourth to one-third of a crop, while western Kansas and some counties In central Kansas will have a full crop. The Michigan crop is placed at 40 to On per cent. In Oklahoma about &U per cent of the usual yield Is expect ed. Nova Scotia reports prospects for le.-s than halt a crop. The reports from Ontario indicate about half a crop for that province. The Vajaro Valley, California, expects a large crop. JURYHNDS IT WAS A SUICIDE That Albert McKamey of Mount Hood came to his death by a gunshot wound inflicted by his own hand is the verdict of the coroner's jury which inquired into tbe case last Thursday. On the arrival of Coroner Iturget. and the jury at the scene of the suicide, the party was at first dis posed to beileve McKamey had met with foul play. Dr. Shaw was sent for aud made an examination of the wound and the course of the bullet, which proved beyond doubt that the wound could tmve beeu inflicted only by bis own hand. Mrs. McKamey testified that she heard a smothered sound as of some one groaning and then a shot about l'i :,!0 o clock. She at once lighted a lamp and hurried to her husband's room.
