It is thi that commercial policies, like political constitutions, are not of universal application, and that the ex treraly diverse conditions of the nations and communities of the world may probably prohibit tho adoption of identical commercial systems. We are not incapable m this country of discovering ia what direction our best interests lie; perhaps it would be wise on the part of English statesmen if they conceded to the United States the pos sesion of an equal gift of insight with regard to what is best! for their own moral and material welfare." A PSYCHICAL MARVEL. Th Mytriu Loti and Jtcery of a HraceUU j I take the liberty of outlining an in cident which came under my own ob servation, and can be attested by others, that will no doubt attract the attention of those who are interested investigators of psychical phenomena. Mrs. Julia M. Carpenter, of Boston, a well known and reliable medium with whom you are personally acquainted, is now ktop- f:ngat my home in this city, her hus and, Pro:. A. E. Carpenter, leing at present eiiaod in giving experiments in hypnotism at Willard Hall. She ar rived here on the morning of December 113, Tom next eveninz she accom panied u on a visit to a friend. Upon returning home she proceeded to her home feting quite eick. Frof. C. assisted hi r .:i removing her tight-fitting jacket when it bracelet was heard to bn unclapseu, and apparently it dropped to the floor. Upon stooping to pick it up it was r.nt to be seen anywhere. Search w; - ; : ide for it betore they re tired. T i i : .-'arch was renewed the next moraii.- but wa. unsuccessful. Mrs. H. was lr.lormed of the mysterious disappearance and jomed in the search, looking even behind the pictures upon the wall?, and everywhere where it could have porsibly fallen. Verdict, "not found.'' Mrs. C. passed through a very severe illness, having the gnppo with pneumonia attached. Upon con valescing, Mrs. C. was entranced by Lilian, who informed us, upon ques tioning her as to the missing bracelet, that it was safe, and had we one. hun dred eyes we could not rind it. No ex planation could or would she advance as to the disappearance. On Thursday evening, February 6, ISM, Mrs. C. accompanied us on an evening call upon Mr. and Mrs. C. C. iailcr, of West Washington. Mr. Sailer is the superintendent of the W. A G. K. K. Co. Mrs. Emery, of New York, was visiting with her parents and expected to return to her home the next day. After spending some time in conversation, Mrs. E. said she would hko to see Mrs. C. under "intluence," hoping to receive something therefrom. In a lew minutes "Lilian" came and began to carry on a conversation with all of us through the organism of Mrs. C. Olerving the bracelets upon the wrists of Mrs. E. ho asked for them to hold in her hands. Upon the stand were two pot3 containing some fragrant hyacinths. "Lilian" gave a leautiful poem, and Mrs. S. remarked that she wished Lilian would bring tho missing braeelct so we could all see it, or drop it from the ceiling. At this Mrs. C. became very strongly influenced, toeing from side to side in her chair, rubOng her hands together, with Mrs. E.'s bracelets in them. Soon Mrs. C. reached out and put Mrs. E.'s bracelets in the hands of Mrs. S.f and cave to Mr. P. the missing ornament. The lot article had been restored dur ing this commotion, having been brought a di-danee of more than two miles from my house where laM seen, Pecember 2, liW, there being a lapse of six weeks between disappearance and reaopearance. There was no con dition of darkness in this case, for the light w?re burning in the parlor and hall. We did not sec the bracelet come, but it came "all the same," and Mrs. C. d;d not have it in hf r po-se;o:i from Dorcmber 2), lYJ, to February 6, K0. The experiences are not unusual in the life work of Mrs. C, as a medium, and many as, similar in kind, have leen related by her and others who were witness "there to. How are thee thing' done? Fports receive by the Valley City M-ILn Company are uUunt;ally as follows: Yesterday' markets cperi with a nrmer ftelxg U.au in days past, caused by weather rt-ports from the buth and Northwest. Colder weather &eems to U quite general during the past forty. tigni Lours, and a continuation of the same will probably cauv? au advance ia cereal, parte ularly o if it l intended for the winter wheat districts. The winter wheat crop i reported considerably advanced, more or less of it having jointed. In such condition the chances to damage by cold, frosty weather, are very much greater than if the crop was not so forward. The closing markets were firm at a light advance, trading quietly steady. Closing reports say abnormal weather eonditions have furnished a reason for further heaviness in our grain markets, especially in wheat. The almost unpre cedented absence of winter in the moutiis w hen it i expected to put in an appearance, is the one chief cautc of weakness in all cereals. And every day from this tune on, that the eold wave holds aloof, lessens the probability of its coming at all on this side of the summer heats. Already some are counting confidently on an uninterrupted enjoyment of spring weather during tho next three months, to lo followed by early and abundant harvests. Time only will U 11. U is dangerous to commit one's self to theory. Nature always furnishes her own compensation, at least she has done so in the past, and can le trusted in the future. It is a historical fact that most other mild winters have been followed by severe weather just at the time when it was not expected, much less wanted, and the crops havo suffered in conse quence. The trouble is that nobody can tell when the changes will come upon us. We aro not so near out of the woods as to jmdify a shout of joy at having es caped these perils. This fpring may prove an exception to the rule, as has the winter, but the analogies aro against it. The sun is gathering its strength daily, but he is a long way lelov the equinox, and the month in which ho reaches that point lias ere this lcen marked by blizzards of fearful in tensity. A report from Cyprus announces that their cereal crops last year yielded oi.',32:i quartersof barley, 211,310 quar ters of wheat, 23,639 quarters of peas and -,io quarters of oats, from which it is inferred that there is a consider able quantity htill left lor export, but owing to the" severity of the winter on one hand, and the Greek holidays on tho other, supplies as yet have been quite insignificant. A postal report from Morocco brings no alteration m the position of tiio market, as both the import and the ex port trade has been ruled extremely dull, the latter being much fettered by the constant advance of the rate of ex change. There is a continuance of drouth in the country and the prospects for a crop quite hopeless. Latest Indian reports from T.ombay shite that rams have not visited that di-triet for months and little has fallen elsewhere, and that a little would be beneficial. Business has leen rendered almost impracticable by the advance of exchange and scarcity of produce, and but few sales have transpired. Calcutta Nothing has taken place of any importance in the wheat market; it "has ruled steady with small retail transactions at low prices. Italy continues to import wheat quite freely, the total for the eleven months ending being 3,fi2t,000 quarters against l,l0,o)0 quarters during some time, last year. It is expected that the total for the year 1SS9 .will reach nearly 4,000,000 quarters, and for the present season, 1VJ0, an equal amount. Oh, it i Jukt lovely I The wafer used to f&tfea the choic uionls to tb tanner ar also in v&rioua delicate shades and form a moat enchanting picture.' The reporter look up his Informant's collec tion and noted the Initials. Then another mjstery, which he had in v&ln attempted to solve before, was quickly made plain to him. The young men of San Jo have for the paft three mouth been shaving off their mustaches, and now this "initial mustache craze" had solved the matter as to why they did so. litre were the initials of some of the young men, who, if they had acceded to the wishes of one-tenth of their lady friends and given one little memento from their upper lip to each, would not have had a baseball repre wntation left, while there wer others again whose initials adorned this pretty banner who had once claimed "a lady killer, but had left it with the tonsorial artist. Why? Because the young ladies persited In selecting the memento themselves and paid no attention as to whether the preceding twenty-four solicitors for like favors had gathered their crop from one Ride of the lip or not. She wanted her choice from that side ako. AM here again was another strange feat ure of th erase, one which has a more de moralizing effect on the mustaches than the influenza has on our bet citizens. The young ladiee select only from th left upper lip. And why! Well, because there is supposed to be more of an affinity attached to them than to those on the right side, on account of their being on the same side as the heart, "There is prill another peculiarity in the collation of these mementoes of our gentle man friends," paid the young lady. "There are some of my friends wbo will bar only the brunette type, while others ask alone for the blend relic. Now, for instance, I hare a blonde frioad, and she is securing collections only from her brunette friends, while another friend who is of the brunette persuasion seeks the opposite blonde." In addition to the satin and silk banners, plain white cards are used, the cards being edged or bound with ribbon and a light col ored wafer used to fasten the relic on. These are more common than tbp banners, but are made very attractive with ribbon and the ar rangement of the gifts. In regard to the manner of securing the trophy, the reporter was permitted to gaxe upon a pair of oxidized silver tweezer which are used to uproot th particular and desired buona mano. It was a delicate affair, and was fastened to a small chain, which apparently did fervice as a fob chain. Thosa young ladir who are most zealous in their search for ti aas ures from the lips of their young men ao quaintances are provided with similar "in struments of torture," and handle them very dexterously, says the young lady informant, vo fnrther continue a follows: "Of course, we don't ask all our acqualntr aneea for a sample of tbeir upper lip cover ing, for th fact is that some of the young men could not well Fpare even a few hairs without making a broach which would te readily observed; but occasionally, after having lcn rebuffed by some of the gentle men, we get dperate, and thn the modest mutftcbe has to suffer, and gnrally the next time the young man calls he conies clean f ha von.
