So far every bill paaaed haa met with
he approval of the Governor and not a
Inale veto la expected. The two moat Im
portant btlla which failed to set through
were the anti-lobby bill, which waa a pet
meaaure of the Governor, and the civil ear
vloe bill, which waa not. in addition to
thla, both the Baker and Havlland tele-
?hone btlla. making ratea and regulations
or telephone companlea, failed of paaxage,
aa did the Green bill requiring telegraph
companies te transmit the filing time of
measagea over the wire. The bill to pre
vent deception In the capacity of berry
boxea waa alao killed, together with the
stallion registration bill. In which ao many
farmers were Intereated. Another import
ant measure that went into the discard at
the finish was the bill to prevent the pol
lution of the stream of the state by sew
Age. Thla session 114 bills were Introduced, of
"which I4 originated In the House and 40
In the Senate. Of these bills, 1 Senate
bills passed the House and 191 House bills
psased the 8enate, making a total of 2(1
bllU paaaed. Two yeara ago 1.571 bills were
Introduced In both housss and 764 passed.
Important Bills.
Among the Important bills passed were:
The home rule bills, giving home rule to
cities, villages and counties. Ia the village
bill. Rep. Miller succeeded In squeezing- in
an amendment In the closing hours of much
Interest to cities. It provides that a vil
lage may Issue no general bonds without
providing a sinking fund. This will prevent
the villages bonding away up in the air
with the idea of unloading this debt when
they are annexed to the city. Municipal
wnershlp Is also provided for.
The bill taxing telephone and telegraph
companies on an ad valorem basis, the bill
giving any taxpayer the right to protest
to the tax commission agalntt the valua
tions fixed by assessing officers In any sec
tion of the atate, and Veredler bill exempt
ing tgty, school, village and township bouds
from taxation.
In the matter of the railroads, there was
the new commission law broadening the
cope of the powers of the commission and
the very important liability bill abolishing
the fellow servant doctrine on common car
riers. The liquor bills were among the most
Important handled. Tro substitute Warner
Cramton regulation b.'l Is probably the
most stringent regulatory measure ever pro
posed and Is conceded by even the "drys"
to be stronger than ever straight prohibi
tion. The search and- seizure bill should
aid In enforcing the law in local option
counties.
The new primary bill prohibits banners,
treating, newspaper advertising more than
one column wide.
The salary bill, giving circuit judges from
12.600 to 13.500; labor commissioner from
12,000 to 12,500; chief of corporation divi
sion in secretary of state's office from $1,700
to $2,000; superintendent of public inetruc
tlen from $100 to $4,000; banking commis
sioner fro m$2.000 to 11. 600.
The bill authorizing stock and bond Issue
of public utilities corporations to be super
vised by railway commission.
State department heads allowed to grade
clerks' pay from $800 to $1,200. provided
avage for department shall not exceed
$1,000 per clerk. Administration substitute
for civil service.
All labor laws codified. Most Important
change a provision that women shall not
werk more than $4 hours per week and
not more than 10 hours per day.
Banking examiners may aet as receivers
for banks In trouble, but at no increase In
alary.
Savings and commercial depoalts to be

There ii some popular confusion of
ambergris with amber; in fact, how
ever, there is no relation between
them. But for a long time the nature
of ambergris was hidden in mystery.

and the boiler gave way. The report
