filled to bring about a big reaction, at
testing the general firmness which

over the previous close. The reaction
extended about half the rise, but ab
sorptive caput Ity was considerable and
sentiment seamed to be still favorable
to further advanre.
The chief explanation offered for the
firmness whs that spot demand Is Im
proving and holders are not rushing in
to fill the requirements, while shorts
re getting uneasy over their position.
The approach of first day for January

The advance was checked around
29.45c for January and 21.40c for
March, or about 80 to ." points net
higher, nod realizing caused reactions
of some 25 in 40 polnis above tht best
Trading became ma active on the de
cline, however, with active positions
ruling some 45 to 60 points net higher.
Trudkng was less active during the
early afternoon and fluctuations were
Irregulai with 'ftetive months ruling
about 42 to 62 points net higher, or
around 29.06c for January and 28 Uuc
for March.

the main influence encoui aging buying.
Snow and rain In the western bell were

The advance was widened to 74 to
101 points, but toward noon heavy real

The reactionary tendency was car

be better supplied with ordeis than at

Christmas was readily absorbed by cov
ering and fresh buying for long account.
The market opened firm at a decline of
19 points on December, but generally 20
to 32 points higher, and before the end

Whereas, By Chapter 487 of the Pri
vate Acts of the General Assembly of
the State of Tennessee, 1917, the Board

phis is authorized, from time to time;
to borrow money and Issue revenue,
notes bearing interest at not more than
six per csjitum per annum, and ma
turing not more than one vear from their
date, for the purpose of providing fundi

and likewise exclusive of taxes collected
on levies of previous years and taxes

of departmental earnings, licenses, priv
ileges and other miscellaneous sources;

Whereas, There are no similar notes
outstanding issued against the taxes
ol any previous yvar, or of the said year
1919. and it Is necessary to provide for
borrowing money and issuing revenue.,

Section 1. He it ordained hy Ihe board
of commissioners of the City of Mem
phis: That, under and by virtue of th
authority conferred by Chapter 487 of
the Private Acts of the Stale of Ten
nessee, for the year 1917, there shall
he and there are hereby authorized to
be issued and delivered revenue notes,
of said citv, in the 'urn or Seven Hun
dred Kiftv Thousand H7"'0,000.001 Dol
lars during the calendar year, 1919; said
revenue notes to be issued In anticipa
tion of the collection of taxes and reve
nues of said current calendar year 1919.
Section 2. Be It lurther ordained,
That said notes shall be issued in the
denomination of" one thousand ($1
000.00) dollars and shall bear the date
of the first day of January, 1919: said
notes shall bear Interest at the rate of
five (3) per centum per annum. Said
notes shall not be sold for less than
par and accrued interest except by a
vote of four-filths of the Board of Com
missioners, when a price of ninety-nine
dollars on the one hundred dollars of
face valuation plus accrued Interest
may be accepted. The Interest on said
notes shall be evidenced by coupons at
tached thereto. Sa'.n notes shall be
numbered consecutively and shall he
designated as Series or the year 1919,
shall mature and become payable on
the first day of September, 1919, with
out option of prior payment by the City
of Memphis. Said notes snail be signed
bv the mavov and tne city clerk ahd
the seal of the City of Memphis shall
be fixed thereto. They snail be payable
at the City Hall In Memphis, Tennes
see, or at the option of the holder
thereof nt the United States Mortgage
