Jnly 12.—Some very crooked work has just been brought to litfht in connection with ths loaning of the permanent school fnnd of the state. In one of these counties the commissioners have July 12.—The Sisse- ton and Wahpeton Indians are becom ing verv angry at the way Uncle Sam is fnltiiling his contracts to pay them their morey. due July 1. 1H92, and July 1, 181)3. Thj Indians held a council at the agency Wednesday, aud invited Cap tain Stauch of the Third infantry, who is acting as United States Indian agent at Sisseton agency, to be present with them at the council. Captain Stauch has been asked to loak after their in terests. There is now due them $18,400 from July 1, 1892. and $13,400 from July l, 1S93, which, under the treaty of is to rn 50 years. A BAD FAILVI^K The North Galveston Improvement Association Goes to the Wall. GALVESTON, Tex., July 12. -The North Galveston Land and Improvement association went into the hands of a re ceiver. The liabilities are estimated at $500,000 of which $160,000 is due con tractors and various other parties in the city. The assets are lands, tdwnsites and improvements at North Galveston, which has a population of about 300, and several factories. No estimate is placed on its value. The court ap pointed Mr. R. A. Reese as receiver, and his bond was fixed at $25,000. The most distressing feature of the assign ment is the impoverished condition of the employes. They have had no wages for several months and are in absolute want. They and others came to North Galveston nnder the most flattering inducements. It is believed the first effort of the receiver will be to provide means for their relief. It is thought that with proper management and a let np in the stringency of the money market the company will be able to settle its indebtedness in full. Biff Denver Company Collapses. DENVER, July 12.—The Chamberlain Investment company has made an as signment to Lewis C. Ellsworth. The liabilities are $1,112,188.30 and the assets 12,940, 091.45. There are a number of Eastern creditors, although the heaviest liabili ties are in Denver. The company is heavily involved in real estate deals in Texas and Puget Sound cities. Another Australian Crash. R«W YORK, July 18.—There TL printed here a special dispatch from S Paris correspondent as follows The political situation in France eaa only be described as chaotic. It is idlt to prophesy what the physical oucomt will be. The angry uproar all day was eon fined to words. Nothing in ths anxious days ef last winter comparee with ths violent passion and incendiary talk in which all parties and faction! are now indulging. Men who kept cool through the Panama scandal are saying strange things. One who more often than any other since the present repub lic was created has been recognized as the greatest political power in France said: "Carnot Will Have to Resign before next month's election. Every body can see that he, and not Dupuy and his ministers, is responsible for the vacillating trouble of a few days." "What will happen then^ was asked, A Rhrug of the shoulder and a non« chalant "I don't know," were the only answer. The correspondent talked with three leaders who are at the head of the labor socialist movement in France, and one said boldly: "We have 450,000 in a general strike when ordered by the national socialist congress this week. More than that, they are will ing and prepared to take up arms to de fend the liberties which the present government has taken." The cabinet is attacked by all sides alike. Fortunately nobody dared to start a discussion in the chamber. Ths constitution itself might have been swept away in the storm which would have raged. It was tacitly agreed to wait till Tuesday. Meantime the situa* tion may more clearly develop itself. BEHRIXG SEA ARBITRATION. General Belief That the Decision Witt Favor tlie United States. WASHINQTON, Jnly 12.—The Major Halford believee that the arbi tration will be concluded in a shorter time than the three months allowed by the treat}' under which the proceed ings are being conducted. The arbi trators nearly all have good reasons to press the work before them to a con clusion. Senator Morgan is so deeply interested in investigations that are to come be fore congress that it is almost£necessary for him to return to the United States as soon as the session begins. The impression in Paris, derived from the questions put from time to time by the arbitrators during the course of the long argument, is that the arbitration will result in a decision recognizing the property right of ths United States in the seals to a more 01 less limited degree, and recommending some international agreement for ths protection of seal life.
