WASHINGTON, July 12.—The long ex pected reciprocity arrangement be tween the United Stares and Germany has been effected, secretary Hay and the German ambassador have sub scribed to the convention and the presi dent will issue his proclamation put ting the Dew duties in force in the course of a few days. The arrange* ment is generally similar in terms to the arrangement made with France and abate? duties on still wines, argols, paintings and statuary from Germany entering the United States. It does not require the approval of the senate, being drawn under section i of the Diugley act. .NATIONAL RE1/ CROSS. Meeting Held in \Vaslifngtnn for the 1'urpose of Jit-organizing. WASHINGTON-, July 12 —The National Red Cross association held a meeting here to reorganize under the act of in corporation granted at the last session of congress and approved by President McKiulty on June G. The American association has been in existence since 1881 under the provisions of the Geneva convention, and for the past 12 years has been aimingat national recognition. At this meeting the old association passed out of existence and a new ad visory body was chosen, which will meet some time within the next 10 days to ciect officers. Iar DlitrM* X«it Winter.
