CREDITABLE APPOINTMENT. Hon. H. P. Smith of Madison Named i Member of the State Board of Charities and Cor rections. Sioux 1* alls dispatches of Friday an nounce the resignation of B. H. Lien ot that city, president of the state board of charities and corrections, and Fred M. Brown of Deadwood, another member of the hoard. To till these places on the board, Governor Lee has appointed Hon. 11. P. Smith of Madison and Fred H. Macon of Canton. THK DAILY LKADFI: was aware of these appointments Inst week but refrained from mention of the fact until Mr. Smith had decided wheth er or not he would accept. He expect^ a contest may arise in the matter and he went to Sioux Falls Saturday to consult the he^ legal talent there. Attorn y~ are almost unanimous in saying that .inder the supreme court s ruling on a similar appointment of some of its own members to office by the governor, ttii appointment cannot be knocked out. Mr. Smith finally deeided to accept, and went to Sioux Falls to-day where a meeting of the board of charities and corrections will lie held to relieve tie old members and induct the new. fJov. Lee has made a very worthy appoint ment in this instance as Mr. Smith i a business man of ability, well qualified to perform the responsible duties of a mem ber of this board. The republicans are very anxious to obtain control of the board, as all the apj»ointive positions at the Yankton asylum, the Sioux Fall penitentiary. the state school for tip feeble minded, the asylum for the bli? '.. -tate reform school at Plankinton, officials and employes of which draw an nual salaries each of down, ar. dependent upon the political compl ion of the board. This move of the gov ernor's effectually prevents the incoming republican state administration from obtaining control of the board and in surcs fusion control of the board and state institutions for at least two and probably four years more, unless tl e supreme court shall reverse itself and decide, if fhe question is brought before it. that Ciov.
