HALLBl'S COMET Will Pass Across Sim's Surface Next May. Cambiidge. Mass., Nov. 5.—Hal ley's comet will pass across tbe sun's face on May 18 next, if the calculations made by Rev. Father «J. M. dearie. C. S. P., the New York astronomer, re ceived at the Harvard college observa tory today, prove correct. Father Searle based his intricate cal culations from observations made at Mt. Hamilton, Cal., on September 12. 13 and 14 and at Williams bay on Sep tember 20 and October IB. Com hiding the table of deductions, Father Searle states "These elements give a geometric conjunction in the longitude of tbe comet with the son on May 18,0 de grees, 18 minutes Greenwich, mean time, the comet's geometric latitude being then plus 4 degrees, 15 minutes. Though the result cannot, of course, be accepted as final, it seems quite probable that there may be a transit. The Greenwich referred to by Fa ther Searle is about 12:15 a. m., May 19, or 9:t5 p. m., M«y 18, eastern standard time. Washington, Nov. 5.—It W»» stated here today that Representative Martin, of South Dakota.is one of the members of congress that President Taft has asked to come to Washington early this month for a conference with him in regard to legislation regulating corporations engaged iu'interetnteVoin merce. Mr. Martin already hag had several conversations with tbe presi dmt, Attjrney General Wickersbam and Secretary of Commerce and Labor Nagel, concerning this subject, and they are known to have a high regard for bis advice and opinion on corpora tion control, which is to be the prin cipal feature of tbe Taft administra tion. It is expected tbe piesident will drat this recommendations to congress iu regard to legislation affecting cor potations after his talk with Mr. Mar tin and the other congressmen he has invited to the white bouse conference, which will be held as soon as^Mi. Taft returns from his tour of the west and south. Mr. Martin is expected to arrive in Washington about November 13 and undoubtedly will come prepared to urge the white house conference to adopt bis plan for the federal licens ing of all corporationn engaged in in terstate commerce. Mr. Martin is con sidered somewhat of an expert on the subject, having taken a proinineit part in the passage of the railway late bill several sessions ago, and is the author of tbe only constructive lenisiation now pending before congress which seeks to solve the question of corpora tion control in a comprehensive way. Mr. Martin's idea on the subject is embodied in two bills which ha\e been referred to the house committee on in terstate and foreign commerce and which he plans to press upon the con sideration of congress the porning ses sion unless tbe white house confer ence shall result in the adoption of some other plan equally as satisfac tory to him. One of the Martin bi lis provides for the regulation of corporations, joint stock companies and other associations engaged in interstate and foreign com merce in food and fuel supplies. The second bill is of the same character, but broader in its terms, and is made to apply to all interstate corporations. These bills require all the large cor porations engaged in interstate and foreign commerce to obtain a license for that purpose from the secretary of commerce and labor. Before being granted such a license, tne corpora tions must show that they are not a trust, or combination in restraint of interstate commerce, that they have no fictitious capitalization oi watered stock and that it is their purpose to conduct business in conformity with the provisions of the federal anti-trust law. A violation of the statutes would work a forfeiture of the license. It is contended by Mr. Martin that his plan of regulating interstate cor porations by federal license has no ter ror for law-abiding corporations, but that its purpose is to force outlaw cor porations to abandon tneir unlawful business methods or cease doing ousi ness in interstate commerce. It is pro posed to make tbe penalties for viola tion of tbe law so severe that it will be more profitable for the corporations to conform tc the statutes than to violate their provisions. Some of tbe president's advisers are known to favor a national incorpora tion law as the proper method of con trolling corporations engsged in inter state commerce. Mr. Martin has been inclined to believe that bis plan of having such corporations licensed by the government would accomplish tbe same purpose much more readily and effectively in connection with proper legulation under state charters, but, he has said he would aid in passing a na tional incorporation act if it is neces |ap| tn AltmjnAtA lUUtfL.
