Deaf mute children residing within this territory, between the ages of six and twenty, who are of sound mind, good moral character, and who are free from contagious diseases, are untitled to admission, without charge for board or tuition. A circular from the Depart ment directs pos^nasters to reduce their supplies to the lowest possible point consistent with the demands of the public and to inform consumers generally of the importance of reducing their orders for three cent stamps and «ivelojes so as to recover their actual necessities. Postmasters arc forbi i len to exchange other denominations of stamps for unused threes but are re quired to accept them in payment for postage. The design for the new two cent stamp adopted is a follows: The head of Washington in profile, from Jloudon's bust lieing placed on tablet above the oval surrounding the head are the words, United States Postage," and underneath the tablet are the words -Two Cents." The stamps will he printed in metalic red. The design for the four cent stamp and stamptnl envelope to cover double postage under the new rate will also le issued. The design embraces the head of Jackson similar to that of the present two cent stamp and envelope. The new stamp and stamped envclo|»c will be issued any time after September first.
