IT is said that a large mass of the
people of northern Dakota are in favor
of division. They are alive to the
fact that the Capital cannot he retained
at Bismark any great length of time
with the Territory as a whole, and of
course are alive to their own interests
as well as the southern half.
THE Deadwood Times says that the
Indians*at Pine llidgc Agency have
planUHl more crops this season than
ever before, and they are doin* splen
didly. They have planted but little
small grain, their attention being given
to corn, potatoes and vegetables. They
will liavc an abundant supply of all
these, and will have pumpkins enough
to feed all Dakota.

the education of the deaf and dumb
will re-open Septemler 12,18K}. It. is
of the utmost importance that all prop
er subjects for instruction should enjoy
its privileges.
You are respectfully requested to
communicate to the undersigned the
name atxl address of parent or guardian
of any deaf mute child residing in your
jurisdiction, in order that arrangements
may la* made for the admission of such
child to the school.
Deaf mute children residing within
this territory, between the ages of six
and twenty, who are of sound mind,
good moral character, and who are free
from contagious diseases, are untitled
to admission, without charge for board
or tuition.
It is hoped that every one to whom
this circular is addressed, will feel a
lively interest in seeking out and report
ing all the dt?af and dumb who reside^
within his jurisdiction.

OP eouwe our readers are all aware
of the reduced letter postage, but, the
date of its taking effect having been
postponed once or twice, we will just
state that it now goes into effect Oct.
1st—onlj- a little over four weeks
hence. A circular from the Depart
ment directs pos^nasters to reduce
their supplies to the lowest possible
point consistent with the demands of
the public and to inform consumers
generally of the importance of reducing
their orders for three cent stamps and
«ivelojes so as to recover their actual
necessities. Postmasters arc forbi i len
to exchange other denominations of
stamps for unused threes but are re
quired to accept them in payment for
postage. The design for the new two
cent stamp adopted is a follows: The
head of Washington in profile, from
Jloudon's bust lieing placed on tablet
above the oval surrounding the head
are the words, United States Postage,"
and underneath the tablet are the
words -Two Cents." The stamps will
he printed in metalic red. The design
for the four cent stamp and stamptnl
envelope to cover double postage under
the new rate will also le issued. The
design embraces the head of Jackson
similar to that of the present two cent
stamp and envelope. The new stamp
and stamped envclo|»c will be issued
any time after September first. Their
sale, however, before the first ofOcto
ber, is prohibited.
