The only delay In the early completion of the road to this city Is lllkely to occur In the marsh. Tho contractors have found tho construc tion of tho dike far more difficult than they had anticipated and this taken Into consideration In connec tion with the fact that the machinery has been breaking down continuous ly has already caused a delay of sev eral months and the dike Is not more than half built.
