Frank Davey Shows by Good Arguments That There Is Nothing Good to Be Accomplished by It, But to Rend the Republican Party Into Factions As It is Unlawful Those Not Endorsed by the Assembly Would Have Cause to Knife the Ticket. Suppose the claim of assembly ad vocates be accepted as true that they have no designs on the primary law, and that the endorsement of candi dates by the assembly is not in tended to shut out other aspirants for nomination who may wish to go be fore the primaries, what then will tmvo been gained by the assembly action and what will bo the condi tion thus created? In all fairness and justice to re publicans the newspapers of the state cannot consistenly and with exclusiveness advocate a certain ticket or certain men prior to the primaries, because whoever is nom inated will be the republican can didate. All candidates will be en titled to a fair hearing in the press and if there be an organized effort to shut out worthy men because they decline to go before the assembly, it will create such a feeling, and justly too, as will work havoc in the party. Suppose wo accept as valid the excuse that is made for holding the asspmbly and naming a tlckot, that under the present primary system candidates aro nominated by minor ities and aro not representatives' of the' party, then how is that trouble to be remedied by the assembly? That assembly has no power to lim it the number of candidates and the law recogniztes the man who gets the highest number of votes as the legal nominee, just as the law pro vides that in the final election the man who receives the highest num ber of votes is legally elected to the office. This is a plurality government and In the very nature of our system it must continue to be, and the man who makes the excuse that his party is not properly represented by a plurality candidate is simply look ing for an excuse to wield the dag ger of disloyalty and vengeance against the candidate he does not happen to like. The moment a ticket is named by the assembly, the bosses who name it will demand the support of it by republicans to the exclusion of all other aspirants within the party and should the voters in the primaries reject the assembly nominees and se lect others, the bosses will once again slaughter the successful ones at the polls. That has been their history under the convention system and under the primary system so far, and The News has no hopo that the leopard will change Its spots all at once. The fact Is, there is" not a single valid argument in favor of the nam ing of a ticket by the proposed as sembly. The republican party in this static is big enough and has brains enough to shape tho laws openly and fairly, hut the trouble has been that it has proceeded by indirect and shiftless means to ac complish ulterior purposes and the people have become disgusted. A certain faction, in power at the time, placed a law upon tho books in 1901, which it thought at that time would enable it to elect a senator two years later by tho voice of the' people, but when tho two years rolled around that same faction ig nored their own law to a man, but not one of them has had tho courage since to attempt the repeal of that law and it still stands on the books a dead letter. Such insincerity has disgusted the voters.and.no amount of "whipping into lime," no amount of factional bulldozing or forcing of machine tickets will bring desired results. The party must recognize the ul timate power the voter at the polls and must trtoat him as a think ing, self protecting being. 'He must not be figured as a chattel or a slavo that can be driven by the party whip in tho hands of discredited "fore men." If the assembly bo guided by right motives and influences it can do much good. If it be guided by the "rule or ruin" element and it under take to force candidates down tho throats of tho people, willy-nilly, it will be tho worst thing ever hap pened.
