Secretary of Htnte Olcott received
from the Georgia Plantation, of Mat
thews, La,, a strong appeal for opposi
tion to the free sugar proposed by the
Democrats, C. S. Matthews, tho writer,
declares that free sugar will ruin the
Industry In the United States and fat
ten the sugar trust, which owns th
foreign plantations. It is pointed out
that the government derives 150,000,000
in revenue from tho duty oa sugar.

State Insurance Commissioner Fergu
son was yesterday cited to appear be
fore the supreme court and show cause
April 29 why the Union Pacific Insur
ance Company should not be licensed
to do business in the state. It is said
that the company has brought ite capi
tal stock up to the required amount
by turning $25,000 surplus into capi
tal. The organ recital and concert to be
given in St. Joseph 's church Friday ev

At the age of 84 years and some odd
months, and still able to kick as high
as his head, "Uncle" Billy Brown, an
old Mexican war vet, made a remark
yesterday afternoon to an inquisitive
Salemite which made the latter stop
and blink. Uncle Billy came down the
street sporting a brand new cane. "Got
a new cane, Billy!'' inquired a friend.
"Yep," says the old soldier. "I am
just trying it out: may need it some
time when I get old." "Well, 111 be
durned, " said the passerby, "I'm only
40, and can hardly get along without
a crutch."
Mac O'Brien, alias William Burke,
who escaped from the prison here some
four or five years azo, was recognized
in a Seattle jail by Frank Curtis, for
meily superintendent of the prison
here. On the completion of his jail sen
tence he was turned over to the Oregon
authorities, and is now back in his "old
home," completing a seven years sen
tence of which nearly five years yet
remain to be served.

gon, deems it expedieut and horehy de
clares its intention to forthwith im
prove Union street from the east line
of Water street to the west line of
Twolfth street, in the city of Salem,
Oregon, with one-course, six-inch
crushed gravel cement concrete pave
ment at the expense of the abutting
property within the said limit in ac
cordance with the plan and specifica
tions for said street improvement, as
heretofore adopted by the common
council of said city and on file in the
office of the city recorder, which are
hereby referred to- for a detailed de
scription of said Improvement and
made part of this notice by such ref
erence. Written remonstrance against the
said proposed pavement may be made
at any time within ten (10) days from
the final publication of this notice in
the manner provided by the city char
ter. This notice is published for ten
(10) days by order of the common
